Ron Livingston

       Mr. Livingston has over 40 years of experience in natural resources management, program development and execution, institutional strengthening, and strategic planning. He has experience in government as an ADM and senior director of a natural resource and environment Ministry, and as president and manager of IEM, a private environmental management consulting company. 

     Mr. Livingston has had extensive experience with the Canadian regulatory and public review process and has served on public environmental assessment review boards, as a permanent appointee of the Canadian Prime Minister. Mr. Livingston has represented the Government of the Northwest Territories (Canada’s largest territory) on many international and transboundary issues, such as transboundary EIAs and water management agreements.

Mr. Livingston is a Licenced EIA Expert in SE Asia. 

     His experience in Asia over the last 32 years includes serving as the project manager for an Environmental Impact Assessment (EIA) of the Mae Moh Thermal Electricity Development in Thailand. His work for the Mekong River Commission (MRC) Secretariat has involved program planning, development, implementation and evaluation of programs, development of regional EIA methodologies, diagnostic study of natural resources and environmental issues within the entire drainage basin of the Mekong River (covering six countries). This environmental management work was directed at strengthening environmental institutions. A feasibility study for a Regional Sustainable Development Network (SDN) was completed for these countries (UNEP) as well as a review of natural resources issues, legislation, and institutional capacities (CIDA). Mr. Livingston was also involved in two phases of natural resources and environment studies conducted for the Danish International Development Cooperation Agency (Danida) and the Danish Ministry of Environment & Energy (Danced). These studies covered Cambodia, Lao PDR, Malaysia, Thailand, and Viet Nam. Later, Mr. Livingston served in a consulting team for formulating and planning UNDP support to the MRC for the period of 1997-2001. 

      For the major companies in the hydrocarbon industry, Mr. Livingston has been at the forefront in the development and implementation of Environmental Management Systems (EMS – ISO 14001), Auditing requirements, ongoing advice on EMS issues and procedures, development of Management and training Systems for Health, Environment and Safety, and the preparation of EIA guidelines. In support of industry initiatives, Mr. Livingston developed “Environmental Codes of Practice for Thailand’s Upstream Oil and Gas Industry” and has served the industry in support of the assessment and development of environmental regulations and standards.

 

        Mr. Livingston has an extensive background in the design of EIA systems and has been registered as an EIA expert in Thailand, Cambodia, Myanmar and Vietnam. Mr. Livingston led a team to develop Thailand’s Health EIA Guidelines.
